Band 7.5 Sample Answer

As urban populations continue to grow, the question of how cities move their residents efficiently and sustainably has become increasingly pressing. Governments worldwide are promoting public transport over private car use, and I believe the advantages of this shift are substantial.

The environmental and urban planning benefits of public transport are clear. A single bus can carry fifty passengers who would otherwise travel in fifty separate vehicles, dramatically reducing road congestion, particulate pollution, and carbon emissions. Cities that have invested heavily in integrated transit networks - Tokyo, Singapore, and Zurich, for example - demonstrate that high quality public transport reduces traffic jams, shortens average commute times, and creates urban environments that are more walkable and liveable. Furthermore, the land consumed by roads and parking in car-dependent cities represents a profound opportunity cost: that space could accommodate housing, parks, or businesses.

The most commonly cited disadvantage is reduced personal convenience. Private cars allow passengers to travel door-to-door on flexible schedules, carry heavy loads, and reach destinations poorly served by transit routes. This is a legitimate concern, particularly in rural and suburban areas where public transport networks are sparse and infrequent. For families with young children or people with mobility impairments, dependence on public transport can be genuinely burdensome.

However, these limitations are largely a function of underinvestment rather than an inherent flaw in the concept. Cities that fund reliable, frequent, and comfortable services consistently achieve high ridership. Given the existential stakes of urban air pollution and climate change, the case for expanding and improving public transport - rather than accommodating ever more private vehicles - is compelling.
